Not a single pothole or rut in the road that I saw. They totally fixed that - smooth. No rocks either. But, mud. Deep mud. I have all terrain tires and took it at 15 mph with AWD locked on and still spun a little bit. Didn't make it to the vista. As Corey says, probably better to hike from the bottom. You can get to the turnaround .5 mi from the vista with some trouble (still very muddy) but then the mud turns jungle-thick and I wasn't going to attempt that by foot or car. Too bad the state can't fix up the road so more people can enjoy it. Just would need some drainage added and gravel.
I saw mushrooms too! This is not the best trail - maybe a logging road or old railroad. Could use some TLC. Somewhat overgrown, lots of spiderwebs. But BOY are you underselling the view with the pictures you posted. Maybe you didn't walk out past that little fence to the very edge but this is one of the finest 180 degree views in Pine Creek, even better than Bradley Wales. I found this vista actually through Corey Bires on Alltrails, he did the whole west rim trail in a day and then biked back to his car, very impressive. But this hike is pretty short - still took me two hours because I went very slowly but you aren't far from the road and could probably just blaze from where the road is closest to the view instead.
Having been to this vista in winter, I disagree. You don't need a snowmobile to get to this, just winter or all terrain tires, though there will be snow. It is especially gorgeous in winter, though as mentioned, there's no real place to pull over or turn around.
